Basic animation from existing hand drawn storyboard

We need an animation from a hand drawn storyboard which we have. It's quite basic what we want, probably achievable by using photoshop to tween between frames. There are a couple of frames attached to show the type of animation required. We need to zoom from one frame to another in the first sample, maybe with some highlight. The second example, we need the valve to turn and the coloured lines to move and change direction, to indicate a change in flow.

Fairly simple, 18 frames in the storyboard which is as simply broken down as this example. The full storyboard can be supplied to serious enquiries.

If it's easier/more cost effective to vectorise the hand drawn in order to animate it then that would be fine, bearing in mind the budget. We would still like the overall feel to be hand drawn though.

This will probably be inserted into a powerpoint in order to have text applied, but this may need to be included in the animation. Details will be cleared up before the project is started.
