Artwork Template Creating for a Sign

Our company has order a sign called a living logo sign. Which is basically a sign made from coloured plants. We can't get our heads round the requirements for the artwork template. I have attached the artwork guidelines required and our logo. What they basically require is a vector cutting guide, indicating the cutting line with a 0.2pt or 0.071 mm 100% magenta (C=0, M=100, Y=O, K =0) Vector line.
The deadline for this is it needs to be submitted by Thursday. Please contact if you can help.
