Web designer

I need a web site with data base probably including PHP and MySql. I don't necessarily need an expert I want someone with enthusiasm and able to keep deadlines. I am on a budget. I would imagine this job would suit someone just out of University. I don't like the new Facebook design if that is any clue, I quite like the LLoyds Bank funny people design. If you could bring to the table ideas to inspire the site and tell me if you think it will work or not, that would be good. We were the people who had the idea for Datemysister.co.uk that had 30 thousand hits but we were unprepared and lost in a sea of publicity. We want to be ready to launch this next site well prepared to accept any hits. We have a logo and a name and money to invest but as I said earlier on we are on a budget and have a clear idea of how much we want to spend.
