We need to reproduce PDF/Indesign/Photoshop files as easily editable MS Word Docs

Design details: We need to be able to reproduce Indesign/PDF docs as closely as possible in MS word to allow staff within an organisation to easily edit them.
Ideas for the visual style: Must look as close to the original as possible but with the ability to edit in MS Word
Extra notes: In the attached samples we have converted a PSD/PDF certificate into an editable PPT file. We need this to be in MS word (not power point) but gives you an idea as to the type of thing we need doing.
