Rework PNG as templates for Libre Office Draw, Canva

I need this turned into templates that can be used for Libre Office Draw and Canva. So "Wales can be better" should be editable and so should "Dependable Energy, Improved Tax Base, Responsible Governance". I may sometimes want to add an image or a video in place of "Dependable Energy ...". The orange dash should be higher to leave more room in the bottom section.
