Redesign a document ready for print

I have attached an image which needs to be redesigned into a high quality, print ready format as the original has been designed in Paint and is of poor quality. I would do this myself, however I simply do not have the time.

The document needs to be A4 size (landscape) with a 3mm bleed and 3mm safe zone.

Document will need to be provided as a PDF format editable with AI.

The finished document will need to look exactly as the provided image, as this is a map. Any improvements to the design will be welcomed.

I need this document ASAP, deadline is by end of play today. £10 is my final budget for this, please no proposals over this.
