HTML5 Dynamic Banner Ads Using Feed

Description
I want the banner creating in multiple popular sizes. For example 728x90, 300x600, 160x160, 300x250 and to be responsive if possible.
The banner is for a classified ads website and I want it to display several adverts from our classifieds site using a feed (for example xml). The feed would contain the thumbnail image, advert title/headline, advert location and price. The banner should be scrollable and automatically scroll the adverts on the banner, displaying the thumbnail and location/price/headline. It can display 1 or more adverts at a time. I have seen an ebay banner ad which does something similar, but there are hundreds of examples of similar banner types.
I can provide the xml feed or a feed in an format you require.
The HTML5 banner ad should be written in a good standard which is recommended and accepitble by google.
I want to be able to change my feed on my server at any time, and for the live banner campaigns to change automatically with the new data I provide.
If you have any examples of similar banners you have created in the past, then please send me examples.

Budget And deadline?
Mark S.20 Mar 2017I don't really have a budget and or deadline. Budget depends on how much work is involved and I do not need the banners yet, i'm happy to wait a few weeks.

Do you know if this is viable at all? There are often sandboxes in place so that referencing external domains (for your XML feed) can be restricted and in many cases ads are presented on the basis of compatible content - a problem for a dynamic feed.
..also you want a responsive ad. Even if that's viable, it would add a lot of extra baggage when download payloads are important.Mark S.20 Mar 2017Hi Paul, There are many dynamic ads that I have seen, like retargetting ads, and various ads by autotrader/ebay/gumtree that seem to use feeds. I am not sure if the feed is actually packaged with the banners or not, so they cannot be changed once submitted to google. However I just want the banners created so I can provide a feed to update the banners automatically, without the banners needing to be rewritten or the adverts hardcoded.
Paul A.20 Mar 2017All of the banner ad campaigns I have been involved with have had very tight control. There are file download size limits and always prohibition of external domain accesses. I can understand the domain access being a problem because you could choose to introduce just about anything inside a dynamic feed.
I took a look at adwords and they allow feeds, but the XML has to be submitted for approval before ad can be used, so a dynamic feed is prohibited.
Anyway, you have proposals, so I'd be delighted if you'd respond later to say if the project is viable.
