HAD AN AGREEMENT TO DO PLANNING VERBALLY BUT AGREED TO SIGN FORMS BEFORE WORK

I HAD AN AGREEMENT VERBALLY THAT I SHOULD SIGN SOME FORMS FOR PLANNING PENDING A DECISION WHETHER TO WORK WITH THEM OR NOT AS I ALREADY HAD A LAWYER DOING MY WORK FOR ME BUT SHOULD THE PLANNING HAVE FAILED I WOULD HAVE NEEDED ENFORCEMENT HELP. I AGREED TO SIGN PAPERS AS I WAS TRAVELLING. ONE YEAR LATER THEY HAVE BILLED ME FOR £1800 FOR HAVING DONE NO WORK. NOW IN COURT AND NEED TO DO THE PAPER WORK FOR THE COURT. CAN YOU HELP WITH PREPARATION OF THE PAPERS
Different planning company proposed that if I had enforcement they could do work for me. This company is whom I signed papers for they didn't do any work nor did they represent me in any way. In fact they did not do anything because my planning went through with the solicitors I had already paid and as such the planning company did not do any work. Also in my email enclosing the contract I did tell them that I was sending the contract after our call they were to hold until I tell them to do work . They were ok with it at the time but after 8 'months or so they sent me a bill claiming they have right to charge me because of the signed contract .
