Custom art project!

Information for the business: custom work!
Design details: im looking for some one who can resize of edit themes for custom design. Like example nail art size 8.5 mm to 9 mm in diameter. The images should be sharp and crisp, also someone who can artistically come up with some ideas with me.
I have some templates built already from another designer.
Messages to communicate through the design: Look cool is all i need.
Ideas for the visual style: eye catching!
Where the design will be used: on golf putters
Extra notes: Images needs to be compress small enough for it to be crisp and sharp. What im looking for is the same thing you would see on a nail art water slide decal. or nail art.

The pricing is a optional cost per image...we can negotiate on a fair market value. Im not in the market to resale the images in large quantities. FYI looking for someone who has a passion like me to make something look cool.
As u can see I've prototype some but I need better more sharper images. U can see what I'm trying to do. There was nail art sticker that I bought but most of the sizing were to big or small. The nail art stickers will indicate to all what I'm trying to achieve. The background can be transparent. I'm just looking for someone who can take any type of image that I like in any format and make it crisp and sharp.
