Build/design new WEBSITE

Hi,

I want somebody to build my new website, its pretty simple but it needs to look
professional. People need to be able to make an account and log in and out and i need to be able to put people in a group who can see some more private pages. There shoulkd be a little menu in it as well where peopel can
click on to go to other pages.

Logo has to be made as well and some other grafics/drawings, not sure how to call it.

www.rakeback.com for excample has a links to pokersites (which are rakebackdeals) and people can click on it and read about it. This i would
have as well. Only i want to make my website alot more simple looking. Not
so busy like www.rakeback.com.
