Audio streaming over HomePlug, hardware & FW development

Restructured project.

We have a requirement to develop two devices.
First device streams audio from an input device over Ethernet into a HomePlug module
Second device connects to first HomePlug module and receives Ethernet stream, decodes audio stream and outputs to audibly.

Looking for a developer with experience of the following:
- HomePlug modules - pairing and establishing an Ethernet connection between them
- Encoding and Decoding audio using e.g. VLSI VS1063A
- Sending data over Ethernet using e.g. Microchip PIC32

Have a full requirement document. Would like project in stages; agree design, develop, either we can manufacture a prototype from delivered schematic or you can, then test developed software on it.
