An architect to design plan and submit a planning application

I have some land in Saffron Walden Essex, UK which I need an architect to do the following:
- measure the land,
- design a 2 bedroom contemporary building with roof garden,
- Submit the planning application to the local council.

I have already submitted a pre-application and have received feedback which needs to be incorporated in the new design.

Due to the need for this person to come and measure the site (for accurate drawings) they must be within the UK.
