After Effects or GIF - need somebody to make my image move for website

Design details: Hello there. I am setting up my website at the moment, and need somebody to make a GIF or some form of animation for me. On the attached image, I just need the balloons to slowly move, as if blowing in the wind. I only have the one image - I've not re-drawn all of the scenes, so need to know if this is still possible. Image was hand drawn and then coloured in Photoshop.

The image will then appear on my home page for my website, so needs to be functional.

I want somebody who is honest and can prove to me that this can work (if it can, of course).
