Designer needed to design a horse clothes line t-shirt

Extra notes: I need a t-shirt to be designed and digitized ready to be printed. The design is for a new British horse clothes line. The design itself is a racehorse in the winner’s enclosure celebrating the win. There are a few things which must be included in the design, but lots of room for you to be creative. The image needs to look like an oil painting and we will need different colour visions of it. Must be high quality. I can send some images which will be helpful.
