Need a short 20 or 30 second cartoon video

I have a video I would like to do.

It would show a huge white dome (like a stadium that is a dome). It would show how large it is for about 5 seconds like a drone flying over it. Then you would have snow falling over it. Then you would zoom down to the ground to a small little hut- and a guy sticks his hand out to feel snow. Then four identical funny cartoon characters depart the hut and walk towards and area and grab a HUGE rope thats like 300 feet long. And they use a cannon to shoot the rope from one end where two guys are standing to the other end where they catch it and then use the rope to remove heavy accumulating snow on top of the dome. Is this possible? How much.
