A cartoon of a black lady

I would like a cartoon character to place on a thank you card to give to a friend.

I would like the cartoon character to be a black woman in a long white dress with gold embellishment (picture attached) with gold fringing at the bottom of her dress with a blue border around the top of the fringing (fringe picture attached).

I would like afro curly black hair with a large crown on top of her head with jewels on it (picture attached, please can the red bit in the picture be purple).

She should have big eyes and long lashes, no make up and gold earrings (example pic attached).

I would need it by Tuesday 19th February

Please could you let me know how much that would cost?
