Review and critique the design of a block of flats.

I have the floor plans for a prospective 5 storey block of flats to be constructed in Surrey. 3 of the plans are attached and the others can be supplied once the job is awarded. The job is to review all 5 and provide a critique and ideas for improvement based on a) good design b) likelihood of getting planning permission. The site had a previous application which was refused. Reasons for refusal of the previous scheme can also be provided. The dwg file is also available if needed. Job ideally requires architectural knowledge or town planning knowledge or both.
