Make a simple 3D model in CAD ready for 3D printing

I am looking to get the attached picture made into a 3D model.

I need someone to turn this picture into the 3D design and add a circular base to it so it will stand upright via the longest 'drip'.

I am looking to get this printed via a company online and they require a '.stl' file.
I am looking for the model to be 10cm in height.

Please tell me how long it would take in your proposals.
