Landscape design for an event center/party hall in a park/green area

I have 5500 sam flat land in abuja nigeria, and on it I'd like to have the following;
A Banquet hall (semi-permanent structure for 1500 occupancy banquet seating)
fountain
green area
Parking lot for parties
palm tree lined driveway
grand metal gates and fence (brick/stone and metal combo is ok)
catering facility for event hall
vip lounge that can serve as brides changing room (semi permanent structure)
toilets for guests
storage room/ container
kiddies play area
and any other nice ideas you can suggest
I'll really like all this to fit on the plot but if theres not enough space, pls provide the best use of space possible. Also, I'll like help sourcing the materials used in the final design so I can ship to my country and install.
Pls use cheap/economical materials because we are on a strict budget
We also have a 2 hectare plot we will be working on in the near future so if this goes well, you are guaranteed more business from us.
I have attached the plan for the plot.
In the design, the bottom of page is where the main road is, this is a major highway (entrance). The top of the page has another access road, which is a more quiet neighborhood street. I would like 2 entrances if possible.
