I want to build a 17ft by 17 ft wide OUTSide Two Story area to have people hosted at my house

I have asked CHAT GPT for most of the content

But i want to find A Engineer who can tell me

1) Wich is most cost effective to build

Cement or Wood

2) And wich is most Structural sound as persons will be on the Second floor

3) Once you decide i need to have a MATERIAL list and a LABOUR list
