Hydrology Study using Civil CADD/ Civil Design

Need someone to perform a hydrologic design for a project based on the design criteria outlined in the San Diego County Hydrology Manual, and on the Rational Method. , I need someone to use the Rational Method was used to calculate the pre- and post-project peak runoff rates.
