Create a layered PDF

I need an art worker who can take Illustrator and Indesign files and turn them into layered A0 pdf's. In addition to this the A0 files need to be tiled and saved as A4 sheets for home printing. All the artwork and the tiling template have been designed. I have examples of what I'm looking for (minus the layering option) and will share these with the successful applicant.
