Prepare and format files for print

We need our files preparing for print. At present the text is in Microsoft word with some photos in text boxes also we have PSD files with photos. We need an expert who can determine the correct formats for print and also the colour settings ie pure black rather than a grey black. We have done tests and put into pdf but there are weird lines on the proofs and there is no bleed and I am told that the RGB black 000 wont work and will be grey - we need someone who can resolve these issues. The deadline is TIGHT - it needs to be done for a print run sched 1st week in Jan. I need rough estimate for this as we dont have a huge budget and this is a charity project so please let me know roughly how much ths would cost.
