Magazine design (InDesign) in English, Arabic and Mandarin

I am looking for a reliable designer who is fluent in InDesign for my magazine. Copy and images will be provided, as well as typical page templates. The design is straightforward, with large images. For example, a 10-page feature (A4) may only have 2,000 words and there are no captions or other time consuming elements. However, I am also looking for someone who has proven experience (and can show examples) of also producing the same layouts in Arabic and Mandarin, and understands the complications of converting an English layout to those languages.
Magazine is quarterly and around 170 pages (including adverts) of which around 130 are editorial pages. There is potential for ongoing work for a fast, accurate and reliable designer.
Please quote based on producing one issue of the entire magazine in English and then converting those layouts into Mandarin and Arabic within 1 week of approval of the English, in print-ready PDF format.
