Level design for martial arts game

I am working on a self project with a low budget. I really want to make a game for a martial arts school. The game is about a young boy who is abused, then loses his sensei. He was raised in the desert and eventually becomes strong.

The story tells a young man story that despite all his challenges and difficulties and seems impossible at times to is able to create martial artist that become amazing.

The levels will be desert scenic, burning buildings, vast sunset, canyons, casinos, military bases, River with surfing and should be be able to move as the character moves around. It’s is ONLY 2D there are no 3D elements. We are trying to keep it simple and fun but and very dramatic artwork in the back.

The inspiration comes from Shinobi 3 revenge from Sega platform.
