I need an animated gif for my new fashion site

Thanks for taking the time to read my project.
Its just a small animated gif job really. We already have a mockup and a rough design.
All we are looking for is someone to take our idea and make it in a similar, but better design and animate certain parts of the image.
The image is a kind of psychedelic background, with a shocked woman in the foreground and a speech bubble above her head.
We want to animate the hands of the woman as though she is fluttering her hands.
The style of the image is a sketched/cartoon style, so it doesn't have to be a real-life woman.

Ive attached a mock-up of our design, so this should give you a decent idea of what we want.
