I need an animated gif for a 2 inch square photographic campaign button

Design details: I need the attached photo animated for an EL panel. I want to light up the elements of the photograph in the following sequence:

First the Coins in sequence
Then the words: "From Secretary of State to President" in sequence
Then the the Words "Hillary 2016"
Then the White House back ground
Then the red rectangular border
Then spin the coins, and words around lighting them up in rapid sequence
Target audience: Animated battery powered Presidential campaign button
Ideas for the visual style: Animate as creatively as possible to get maximum effect
Extra notes: I do not have a higher resolution file. The only way to get one is to recreate the images using hiigher resolution images of the presidential coins from the internet, images of Hillary Clinton from the Internet, images of the white house from the internet and retypesetting the text. Do this if you have to in order to creat a good quality gif. I am going to use the gif to get orders from a campaign committee for battery powered EL buttons. I would like a gif and a vector file if you can recreate higher resolution images.
