I need a 2d animation created from an illustrator character

Design details: I have for our business a 2d avatar chef character that needs animating. There will also need to be some additional elements drawing and animating also. The general idea is we want him to be hand cranking a sort of cartoon sausage machine with words going in one end and phrases coming out of the other. (Google Rude goldberg as a possible idea) The freelancer will need to demonstrate me previous high quality work. It only needs to be approx 10 seconds long and repeating. This is just my concept idea and im looking for advice from you guys as to what and what cannot be done withing timescale and budget.
