Animate A Still Image For Me

I have an image that needs a little bit of animating. Not a massive project and not even a large amount of animating needed, maybe about 2 hours, but as I have no skill in the area I'd love for someone to help me out.

I've uploaded an image and all I need doing is a little bit of movement in the characters, maybe a little bit of a wind effect and them blinking... That's all I'll need.
