After Effects animation of layered photoshop file Sci-Fi feel

Hi, I'd like to find a After Effects animator to take my photoshop artwork and bring them to life. I can provide clear instructions and the files will be supplied a neatly ordered PSD's.

The animation will be subtle, slight movement, lightning, steam, etc. A lot like this:
