2D Simple Animation With PSD Files

I have several characters designed and done in PSD format with layers. I need them to animate into very very simple 2D flat animation.

Total there are 3 of them, each is between 45-60 seconds long.

Not complex animation, actually very simple animation like car with wheel move from left to right, boy and dad hop into car, cloud floating from right to left and etc. Maybe a few places need to "smoothen" the animation.

* Please quote for 3 of these animations between 45-60 seconds long.
* How long can you take to finish them? Possible to finish in 2 weeks time after selected?
