2D Animation/Illustrations

I require a series of 12 poems to be bought to life through animation. Each poem will start as a still picture which consist of the scene and characters, accompanied by audio narration which, will guide the elements within the picture to come alive. Once the audio of the poem starts the related attributes will act out what is being said. This has to look very sleek and output to full Hd 1920x1080 Targa/Tiff Files.
Attributes that might be animated (not necessarily all in one poem) are as follows:
• Background
• Foreground
• Characters
• Sky

Each poem is 1 sentence and approximately 8 secs long. The animated picture should not be too busy and should flow perfectly with the narration. The poem will be provided to you in written and audio format.
The time scale for this is 4weeks 200
