Texture atlas + basic model decimation

Hi all,
I currently have 52 card PNGs that are used in my project and applied to the front of a card model, however I need a texture atlas created so these 52 separate PNGs are reduced to a single atlas.

I also have a poker chip model that is very poorly optimized (about 10k tris). I need this to be reduced significantly for use on mobile.

Deliverable:
- Poker chip model with significantly reduced tris
- A single texture atlas with all cards added to it

Note : Due to overwhelmingly poor communication with previous jobs on this platform, I will only be accepting applications from the UK, Canada, or USA.
