Need a modified version of a licensed map of Dubai

The map in question is found via Wikipedia: http://en.wikipedia.org/wiki/Image:Dubai_map_city_landmarks.svg
According to the license conditions it's modifiable and useable by third parties.
The map as it stands is incorrect for the correct topology of the region have a look at Google Earth (searching on Dubai), the larger of the 'palm islands' on the extreme right should actually be on the left of the map beyond where the map finishes now.
I'd like it modifed to this effect for use in a web site i'm creating. Is it possible to convert this image to something more useable like JPEG or BMP so that Internet Explorer can read it without the needs for any specialised plug ins?
