Game Character Concepts - Chibi Style

Looking to have a character created for my game project. Already have had one made which is attached.
Looking to have a visual 2d concept as well as a 3d model made for the new character.

The character is female and should follow the same style as the attached character. Overwatch/League of Legends Chibi, is the closest comparison to the style. There is a base concept I created recently though this was a first draft, so feel free to add you own influence to the character.
She is a Harley Quin personalty and uses a sniper rifle. Florence the florescent sniper, sticks out so much that by the time you notice her your already dead.
Character must be made in a way that makes it suitable for animation. Not asking for the character to be rigged as I will do this myself.
Work will follow this character, if the character matches the described criteria. (Two more characters planned!)
