Figurehead and window frame

i need the figurehead modeled along with a right and left window badge, see images.

there are no drawings 3D modeling has to be done by viewing the images. The figurehead is 1 inch from the top of the head to the feet, same with the window badge from the top of the eagle to the bottom.
i started the budget at $50.00 US but because i have no clue as to the cost. So price can be adjusted.
