Design 3D car and city landscape

Hi,

We're looking for you to design a car from a side-on view and a background landscape for one of our clients.

What we're going to be doing is putting together a piece about cars that have been pimped out and how these modifications can sometimes break the law.

We've done some research and have found ten things that can be illegal and wanted you to add only these ten features to a normal looking car, so we still want it to be modified but not to look like a supercar. If you accept the proposal, I'll send the features right over.

I was also wondering if you could set the car in front of a night time, urban cityscape, like in the attached image.

Roughly, how long do you think it will take to complete this project and how much will you charge for it?
