3D City Rendering

Design details: Hi,

So if you see the zip attachment, i have a google earth map of Miami Beach, Fl, USA and another google earth map of a desolate land in Lagos, Nigeria. I want to create the city like the one in miami beach for the land you see in Lagos. I will like for it to consist of high rise condos and residential houses. Also in the attachment are examples of 3d renders that are for references.

*Building the street network and adding buildings/houses
*Optimizing the scene, and creating materials/lighting/landscape
*Rendering different views..etc.

If you have a template/prototype already to go off of then i would rather that as i'm looking to keep the cost as low as possible. There is no set deadline as this is for personal use not business use.
