3D character with high quality

I need a work from a photograph , this work MUST be done on the model provided by constructing a mesh on it in order to get a REALISTIC modeling from the picture, I attached a work as a sample of my requirement ( Obama´s face in 3D ), If you can not do that kind of work PLEASE !!!! do not send proposals .
REquirements:
* to be animated later in MAYA
* Facial and body rigging
* dinamic clothing ( clothes must follow the body movements )
