3D animation required for water image

We require the animation of an image of a cross with water in it, and splashes around it. The water inside the cross needs to have movement as well as the side splashes. Please see attached image.
This will be used on a website so the final file will be looped, therefore the animation needs to start and end at the same point to allow for a seamless loop.
