Design & Build a Wordpress Theme for Driving Instructor

I need a custom theme for a Wordpress site for a driving instructor / driving school. The site should have the following pages:

Home
Services
Pricing
Areas Covered
About
Contact

The user wants to add photos of students who have passed, so a gallery of sorts would be good.

The theme needs to work with all of the out of the box features of Wordpress, e.g. if we want to use comments etc or change widget preferences, the theme should work and not break.
