Design a website script for voting images

the project will be about voting image scheme. the project need to work by uploading the member there photo with personal data such as (name, email, telephone) and then submit the application, where there are another part which is admin where can give number of photo the guest can upload and create referee by just his username and generated password. the referee can vote on the photo from 0 to 10 and each referee need to vote on each photo so the photo will be voted more than once depend on number of referees.
