Design a reward offer script

We want a pro coder to design a a reward offer script
This is user end

Landing page looks like " Win a laptop"
User need to fill all details like email & name address, phone
when done ...they are shown a bouquet of offers
If they fill ...they are shown next offers


Admin end .....
Admin must be able to add unlimited offer
Admin must able to choose unlimited templates
they must have option to geo target message

Script should be in php and must be comfortable with all browser
