Design a professional business website!

I need a professional business website for a social network management company!
The idea is to have about 5-10 pages max with a few forms but not many!

The main plan is to just advertise who we are and what we do and give customers the ability to request quotes so that's where the forms come in.

It needs to allow the customers to put in their details and the details of what they want and it to generate a report and send it to my email.

The main page will consist of the logo and when you hover over certain bits it brings up large text boxes that give a short description of whatever it is they've hovered over and then if they click on it they go to a certain page.

I want it to be professional but I'm trying to do it on a cheap budget but it's great if your just starting out and need the feedback!
