Delivery Matrix for Magento

Description: We have a Magento website, need to disable all current delivery rates and then do the following. Please note we want a 100% populated with post codes solution.

1) Ireland (all postcodes in Ireland) - FREE Delivery over £1000, if under £1000 then £47 + VAT

2) Dublin in Southern Island (get postcode for Dublin) - FREE delivery over £1000, if under then £1000 then £51.50 + VAT

3) Anywhere else in Southern Island (get post codes for Southern island not including Dublin) - FREE Delivery over £1000, if under £1000 then £65.00 + VAT

4) Scotland - Zone 5 (post codes are: CA, DG, EH, EX, FK, GK, KA, KY, LD, ML, PA, PL, SY, TA, TD, TQ, TR) - FREE Delivery over £750, if under £750 then £49.50 + VAT

5) Scotland - Zone 6 (post codes are: AB, DD, IV, KW, PH) - FREE Delivery over £750.00, if under £750 then £49.50 + VAT

6) Anywhere else besides above then we need the following - FREE Delivery over £500, if under £500 then £18.00 + VAT

We need a solution where we can manage this on an ongoing basis.
