Database development including accounting with website logins etc

I need a database created for our educational facility. I need the database to track student information, instructors, financials, locations, programs, etc. more than one person needs to have the ability to log in and manipulate data. I need the changes tracked to. I need auto emails sent and schedules tracked as well as payroll. I need reports and transcripts given.

-required front end for users eg. website with login option
-login based on person, eg student, employee, instructor, admin *different pages come up accordingly
-auto generated reports for monthly / yearly finances if the option is selected
-tracking of student database based on, payments, tuition, amounts owing / in rears etc
-accounting aspect is a must, we need to be able to print different reports,track payments, manage course / class costs
