Custom made bust sculpture of a freind

I am interested in getting a custom made bust sculpture of a friend as a kind of joke present.

It's just an idea at the moment so I wanted to find out firstly if it would be feasible to get something like this made from pictures only (it would be a complete surprise so I couldn't get them involved during the process).

If anyone has done something like this before that would be brilliant obviously. I also have no idea what this would cost and if there might be different options to consider.

Very random request I know but hoping someone can help me out with it.
