Css page template x2

Hello, looking at possibly getting a couple of pages templated for a client site.
I have supplied a VERY rough pdf for your reference and you can also visit a site that is very similar to what we wnat to achieve:

Depending on my scheduling, there is potentilly more work to come from this, but initially I would just like quotes for x2 pages.

For the job itself I will provide details on spec, colour scheme and photos, with dummy text being used for the copy.

These templates will need to work across desktop, tablet and mobile so please bear this in mind when writing code.

Along with costs please give an indication of your expected turnaround.
