I need a plugin module built for CS-Cart.
Ideally, the end result should be a CS-Cart compatible plug-in or would also consider a standalone system that can query the CS-Cart database.
Members of our user group 'Service Partner' receive a separate commission based on any website sales that occur within their territory. The 'Service Partner' territory is based on sets of billing ZIP codes in the United States. These territories are based on an existing list that businesses use called a BTA or (Basic Trading Area)

Currently there are 493 BTA's in the US.
1 of these BTA's (ex. #27 - Austin, Texas) contains a set of all of the ZIP codes for all of the shipping areas in the city of Austin. The city of Austin contains 82 different ZIP codes as shown on this page

I can provide a full list of all ZIP codes in the US with their matching BTA code.
What we need is to be able to show a report in a combined list of all 'Service Partner' members and also as individual pages for each 'Service Partner' the sales over a specified time period that have occurred in a BTA that we have assigned to them.
If you look at the attached PDF, as an example, New Mexico is split up into 10 BTA's: 139, 162, 407, 8, 87, 386, 244, 128, 68, and 191. But some of these BTA's also spread into the surrounding states. That is why the set of zip codes is unique to each BTA code, and not organized by state alone.
For us to assign a user in the 'Service Partner' user group a set of multiple BTA's, we would need another button near the General & User Group buttons when editing a user's profile in the admin area that says Service Partner Territories. When we click on that button, I would like a list similar to the categories list that displays all of the 487 BTA codes. I should be able to put a checkmark on each BTA code that I want assigned to that user.
When I want to view a report on sales that have occurred within a 'Service Partner' territory, I would like to click on the user's name, and the page would display every order from any non-'Service Partner' that matches their billing ZIP code to a ZIP code that is contained within a BTA that is assigned to that 'Service Partner'.
