Create website feeds and website enhancements

ICT Africa Enhancements

1. Create xml, RSS feeds for Main news, jobs and tenders
2. Create a folder and index file– http://www.ictafrica.info/rss/index.php with links to the three feeds
3. Create an RSS icon next to the other “Subscribe & Follow” icons
4. Also, please modify jobs and tender listings so that only the current, not expired items are display. Old items can stay in the database and show up when searched.
